What are the fee-based baggage storage options at EWR as of 2018? NBS Storage service that opens at 8am or is that outdated info?

Not at all. If your connection time exceeds 24 hours then it becomes problematic with luggage. Just give it to the baggage recheck people and they'll take care of it.
