Taxis at midtown hotels
[I'm "big" on walking and MASS transit.]
I was walking from MOMA to Lincoln Center at around 3:15 pm. Several of the hotels I passed had QUEUES of people waiting for cabs. In the past it was the reverse--queues of cabs waiting for people.
Is this the LYFT UBER effect in action?

Agreed. If people were abandoning taxis for "LYFT UBER" the "LYFT UBER effect in action" would be more taxis waiting with no queuss of people waiting on cabs as everyone is using "LYFT UBER". What the OP is positing is a sort of "ANTI-LYFT UBER effect" with people preferring cabs over using "LYFT UBER".
It's a very powerful theory, that of the "LYFT UBER effect". If there are more taxis on the road, the theory is true, and also true if there are fewer taxis out there.

I don't know about you guys, but I'm taking less taxis than ever before. Most of my car trips in the city are Lyft and Uber; with a little Gett and Via for good measure.
I might have to wait a few minutes (fill in the time here), but a short wait is worth the savings.

Or, the "LYFT UBER effect" results in more discouraged cab drivers deciding to stay home, with fewer taxis on the road as a result.

uberPool has rush hour cheap rates of $3-$5 between 6-10am and 5-8pm but I still see as many taxis as I always have…and the same lack of them during rain storms.

I took a taxi into the city (oh how I miss how LandingGear would go crazy anytime any of us would refer to Manhattan as "the city"!) on my last arrival into LGA in order to avoid having to take a shuttle to catch an uber. It was my first time in a NYC taxi in god knows how long. In my case, I also would add CitiBike as an alternative that has reduced both my taxi and subway usage.
