Bangkok Airways is partners with Air France. Not sure about earning miles but this month's statement came with info on using them to redeem AF miles.

While you can redeem your FP miles on Bangkok Airways, you I do not see a possibility to earn miles in any FFP on that carrier.

There's new competition on the BKK-REP route.
