two questions
 

1. I checked my emails from DL but neither email that I got in the last two days mentioned this bonus. I am a lowly general member; think this targeted the Elites?

2. Should I go ahead and sign up and hope for the best or wait a day or two?

Thanks to all for giving me a nice information from DL SkyMiles shopping. I will buy it soon as possible. I will take it some times where I will choose good stores where we want buy something good DVD movies or etc. Please keep'em coming more new information for me. Thanks, Guys.

Thanks OP. Wondering if there is an expiration date on the offer - perhaps a few weeks out, that the rest of us who didn't get the email yet could/should wait to receive thereby ensuring we will receive the 250 miles. Then if it doesn't come we could still register right before expiry

Yeah, I don't see any reference to the 250 Skymiles.
