Conde'Nast Traveler magazine August 2006 issue states That these cards
charge no Foreign Transaction Fee
Capital ONE (states no plans to introduce one)
Amalgamated Bank
BMW Bank,Tompkins Trust Company
Discover Card (only accepted at a few places overseas)

The Pentagon Federal Credit Union card charges a 1% fee, but rebates 1.25% on all purchases. I use it extensively outside the U.S. See my writeup in the card on the Credit Card > Free Cards > Cash Back Cards section of my website below.

For UK residents the Nationwide debit card does not charge commission or exchange fees for money drawn abroad at any ATM---the best deal around by far.

Customer Service told me that the Merrill + card charges no exchange fee. We'll see as I leave tomorrow.

My hotel in Toronto accepted Discover. But, none of the other places I visited in that city accepted Discover.

My ATM card from Netbank does not. I don't think my Chase ATM did either.

I also have a Chase ATM card and they are charging 3.5% on foreign withdrawals. Are you sure that you are not being charged?

chase charges 3% and $3; this is a recent fee for formber bankone customers as bankone used to charge nothing for platinum customers...
