Same as FIA card - it used Posting Dates. I had some charges made in Japan that the merchant for whatever reason did not send in the charges until 6 weeks later (they were all small amount purchases at the department store's basement supermarket). Yen during that time period jumped almost 6% so the conversion was against me but C'est la vie.

FWIW, the rates with Visa also seem always a tiny bit higher than the Mean historical rates I found on XE - but the variance is so small I dont think it is worth to sweat about.

Well now I feel dumb, I looked at the transaction and not posting date. The card's a true 0% fee (based on VISA's numbers) looking at the post date. That doesn't explain why the return was less than the sale (same posting date), but the difference is miniscule. Thanks Happy.

I'm confused. I just used an Amex Premier Gold card to charge two tickets on Jet Air and I see on my online account a "foreign transaction fee" for each ticket. I thought this card had no foreign transaction fees.

Reversals can be less than or more than the original amount because the reversal uses the posting date for the recalculation. Some issuers net the two, but not all of them.

Have you called AMEX to find out?

Amex PRG does not have a no foreign transaction fee. I think it is 2.7%

My Favorite Foreign Exchange Card
 
The best I have seen on my site that has the best rewards is the Citi Premier Card and the $200 gift card does not hurt either. I like it better than Cap One but the British Airways is great as well. I am glad to see more card issuers promoting this new feature with some cards.

Make out well on the first year maybe... but $125 annual fee thereafter? The Cap One VentureOne has no forex, and gets 1.25% rewards on everything, not just certain categories, with no annual fee. Unless I'm missing something

The Wells Fargo website says that it charges only $5 per transaction for foreign ATM withdrawals with their VISA debit card. However, the usuallly very reliable FLYER page on currency exchange says that Wells Fargo charges a 3% fee IN ADDITION TO the $5 per transaction fee. Anyone know from very recent experience which case is the reality?

My CU CC is the cheapest and also carriest the lowest interest rate of the 30 or so cards I carry. It feeds into Score Rewards and has no annual fee.

Wells only charges the $5 per transaction on ATM. You get the bank rate on the conversion. No 3%. However the Wells Visa card does charge 3% on all credit card transactions. Maybe that is what you are seeing.

Thanks, stimpy. So the Wells Fargo rate I would get on using my debit card for an ATM withdrawal would be whatever the Wells Fargo conversion rate is at that time plus the $5 charge? Any reason to think that this conversion rate would be any different from the conversion rate being used by other USA banks? I guess I'm just trying to figure out if my Wells Fargo debit card at an airport ATM is the best way to go in getting India rupees once I arrive in Delhi. Seems like it would the best since the only extra charge is the $5 fee, unless Wells Fargo articifically inflates it's foreign conversion rate to make up for the absence of a percentage fee for each use of its debit card at foreign ATMs? Am I correct or am I misunderstanding something I should consider in figuring out how to best convert USA money to India rupees?

Yes, you get the true bank rate with Wells, minus the $5. I check it from time to time and I use ATM's all over the world, including India. Due to the $5 fee, it is wise to get out a lot of cash so you don't need to go back. Have them up your limit if you want. I had mine raised to a couple thousand.

The rate wells uses is the same as all the other banks, (no padding on the exchange rate) besides the $5 withdraw charge. Should be noted I have had trouble taking money out of a wells account in Japan (7-11 atm), when my citi card worked fine. I have had good luck all over europe (ING, citi, HSBC) and south america (citi, hsbc). Sometimes depending on the bank the withdraw limit is low, making the 3% fee citi charges me cheaper than wells $5.

I have ML debit cards attached to my Merrill CMA and Beyond Banking accounts. Does anyone know what their forex fees are for ATM use?

After getting eaten by BofA did Merrill become part of the global ATM alliance?
