No capacity controls?
Are there any programs other than Canadaian Plus that waive capacity controls for their highest elite levels?

UA: no capacity controle if you 'pay' with double miles

DL and AA both have awards that waive capacity restrictions and blackout dates. They are double the capacity controlled mileage awards. AA calls them AAnytime Awards. Also, I believe Southwest Airlines awards are not capacity controlled at their normal award levels.

Yes, I realise that a number of programs allow you to use extra miles to waive the capacity controls, but what I'm really looking for is a program that has the capacity control waiver "built-in," like with CP's Executive Platinum. If there's a seat left on the plane, CP will let you have it.

Yes, Southwest awards can be real lifesavers for last-minute travel.

WN is the only one I know about, but perhaps Airtran and some of the other no-frills airlines also. I think it's safe to say that none of the US airlines have this without using more miles.

TWA has no capacity controlls both dom. & intl. for their PLAT> level.This is if you are using an award from your acct for miles or even if its from a promo that allows free travel.But then you have to fly TWA thats the down-side.
