"Gilt City is offering a national deal and it’s quite good. We used Zipcar in San Francisco to avoid high parking charges."

What does that mean? How does zipcar get you free parking? Does it mean that you can park the zipcar at the rental location? Or, does it refer to not having to have a permanent car that needs to be parked (in a garage) on a regular basis?

It doesn't. They mean that they rent the vehicle for X number of hours and return it to one of the zipcar spots, thus avoiding paying for any parking charges.
