Best use is by using Chase Ink to buy vanilla reloads (this getting 5 points/$) then loading on a netspend card and using its debit feature to pay taxes thus avoiding the credit card fee totally and still getting 5/$

How would this be better than buying the visa debit cards per post no. 1?

Lets say you need to pay $5k in taxes. You will need 10 visa debit cards to pay. In addition, u can only do 2 transactions for paying taxes so maximum you can pay with visa debit cards is $1000. With a loadable debit card you don't have the $500 limit. You would make one payment of $5000 and be done

Also..a reload costs $3.95 for $500 while a $500 visa debit card costs $4.95
