IANAL but I beleive in order to tape you need to inform the other party that you are doing so, in much the same way as they inform you (and if you don't like it, then you can hang up)

Actually, 38 states and DC require only the consent of one party, which can be the party recording the conversation. Twelve states require the consent of all parties: California, Connecticut, Florida, Illinois, Maryland, Massachusetts, Michigan, Montana, Nevada, New Hampshire, Pennsylvania and Washington.

Applied last night for standard 10k, instant approval. Sent secure message a few hours later requesting 5985 ($1,000/3 months, 75k). Had reply in my inbox this morning with a yes, happy to grant you the additional points, once you spend 1,000, etc, etc.
I'm a card member for about 12 years, with many cards, though this was my first "charge" card which complies with first-time charge requirement of promotion.
Honestly, I've never had a problem with any of these types of requests from AMEX--they always say 'yes' the first time. I held out and waited a month before trying this bc I was hoping to get one legitimate mailed offer (so I wouldnt have to do this secured message thing twice when I double-dip for the 75k business card gold). The flexibility of these MRs is so valuable.

no more than 2 mins later, Katy returns and says that she has gone ahead and noted my account for this offer (CHEER!). I ask her if there is any way to expedite the points if I meet the $500 quota right away (since I already missed the +50% + MQM special, I'm trying to at least get the 6/30 Delta +25~40% transfer bonus deadline), and she put me on hold again to ask her super. Response was that the system isn't able to expedite the points right now, but she welcomed me to call in after the $500 quota was met.

Judging by the experiences on these boards (and my own in which I secure messaged 2 hours after online approval), a secured message before or after card receipt seems to work fine. I just did it early to get it in writing and get it out of the way. You'll likely still have to follow-up call/message for the actual points transfer once you meet the spend (which they instructed me to do). Seems pretty straightforward to me. YMMV of course. I was hoping that if I applied over the phone I'd be able to give them the offer number and they'd be able to apply it easily to the application.

It sounds like if you weren't targeted, applying through the regular 10K link first and then following up through a secure message or calling a rep would be the only way to get this offer code to work. And even then, it may take multiple attempts.
