Perhaps said inmate already has a FF account and could apply for a credit after the flight

Except UA frequently does not allot ANY award fare class tickets 330 days in advance.

When I was just a baby my Mama told me, "Son, always be a good boy, don't ever
fail to collect your hard-earned FF miles when traveling as a prisoner."

I always got them. My code was for hard time, so they were double MQMs. When I moved to a half-way house, I did not get the hard-time bonus.

They probably earn them on ConAir. Although, as shown in the movie, most of them end up too dead to use them.

Can't speak for US policies, but in the UK any deportees being removed at state expense are able to claim miles for the flight they are deported. They are not however permitted to UPGRADE these flights, even if they are not being escorted. These are conditions that airlines have to agree to in order to get the UK Home Office removals contract.

The immigration escorts however are able to earn miles on their tickets and always make sure they do so. They are for the most part hooked up with mileage brokers who re-market the miles and give them a share of the profits.

A previous thread with some interesting stories and stuff in it, like the code sheet they hang in the galley to identify the prisoner on AA

I had an employee deported from UK on BA. They bought him terribly expensive M fare and he received miles on AA (he was deported to Russia)

Wow. I hope that the US isn't paying for the removal expense of deportees. Doesn't that seem like something the deportee should be paying?
