Am I right assuming that any flight booked now with travel dates before December can be re-booked for some time between March and May next year without fees?
Thus, I could book now for November 2020 and move to next year before ticketed date. If things do not improve until then they may even open more time next year.
Here is what i found at Latam's website:

This fare looks awesome, including in economy (under 200€, options as low as 110€).
I'm just back from Rio de Janeiro and it was awesome, with all tourists sights open, nice restaurant, and beautiful cheap hotels (very weak Brazilian Real now).
If it wasn't from BUD (which is closed to foreigners), I would jump on this fare.

At this time, it seems if you are a citizen of Europe, departure from Schengen area, you can travel to Budapest for a transit flight until 24h to the next flight if you stay at the airport. For example I'm french go to Budapest with air France and show my flight to Rio with a stop in Germany (Hungary is not on risk countries of Germany). So there's no problem for now until new changes.. will book for October 2020.
You can use this tool from Air France: airfrance.traveldoc.aero

- transit passengers with a connecting flight, or transit passengers who will leave Hungary within 24 hours by roads prescribed by Hungarian Police, provided they have complied with the entry requirements of their destination countries

thank you OP for posting this!
Just managed to book two tickets for me and my partner,
on Lata m UK website, searched from scratch..
paid with PayPal and confirmed immediately like normally would,
chose seat before paying, and the the page with code and documents show up right after payment.
email as well
now the only thing is to decide what to do with the other possible ticket I booked earlier,
it was the Lata m rest of Europe website
went in via gf link, paid With credit card and payment taken, confirm of card payment (3rd party page) showed.. But then website crashed..
no email or anything regarding that booking.
hope we can travel by then.

Any thoughts on asking for the BUD-FRA and FRA-BUD to be removed due to entry restrictions for Hungary? I'm aware that most likely transit through BUD will be possible, but rather than the hassle and taking the risk of denied boarding for the positioning flight to BUD, I would prefer to have the first and last flight removed from the PNR
Anyway, I suppose as a last resort I could ask for a free rebooking later /keep the ticket for later under the Covid-19 rule someone posted above.
