I wouldn't book any BR flights now if it looks unclear when the boarder will re-open.

Only a little.
EC261 applies to EU airlines (to/from EU) and flights from EU (all airlines)
So Eva Air from BNE to AMS on the outbound does not apply

I'm not sure it helps outbound. I think that only covers EU carriers coming into the EU, but everyone departing the EU.

given that ACCC has pressured Qantas to offer refund instead of credit for cancelled flight, it should be possible to obtain refund from Eva, I hope

After 1st segment is flown, it seems that we can change subsequent segments with historical fare.

It will be really nice if BR honors the fare.

Do I read it too optimistically when I think changes can be made even before Flying first Sector as long as that sector is not changing? I did not manage to book stopovers but would like to change that

depends what is defined as "change to 1st flight coupon"

Is change of date for 1st flight "change to 1st flight coupon"?
