I'm lost. Filed refund request with Delta April 3rd, got a request number and no refund ever showed up. Calls to AF and DL get bounced between reps that can't find status. Woulkd DOT complaint or Chargeback through Amex be the next step? Anyone else still waiting on this?

DOT complaint works, although it's very slow. I had very easy success just emailing the executive office asking for elevated help ([email protected]) - a competent agent will take it from there.
Since you tried every normal avenue, this may be the easiest way.

My response to the DOT complaint after I already got my refund:

Hello pushmyredbutton,

RE: Case xxxxxxxx

We've received your message sent to the United States Department of Transportation. They have asked us to respond to you directly concerning your refund requests.

I've reviewed your reservation records and you purchased two separate one way tickets from Expedia on March 26, 2020 from Algiers to Houston with Delta and Air France. The reason Air France had exchanged both of your tickets to their ticket stock was that Delta had misfiled a fare for their operated flight from Paris to Houston in the La Premier Cabin. A refund request, as we would not be able to honor the La Premier Cabin with this purchased price, would still be handled by Delta as our ticket stock was the initial one issued. Air France would not need to be involved with a refund process here.

Due to the virus pandemic, our refund timeline has not been 7 days since mid March due to the unprecedented volume of refund requests we have been receiving. Our Refunds team is working diligently to process requests as quickly as possible. Our records show that your ticket number 0067522756639 for $469.25 USD and ticket number 0062185965265 for $469.25 USD were closed out and a check was sent to you as an exception to our normal refund process where we refund the original form of payment. Your check amount, per Customer Care case xxxxxxx, was for $938.50 USD and mailed to your address on file in that case.

We appreciate your SkyMiles support. We look forward to serving you well on future flights.

Regards,

DOT and Regulatory Specialist
Delta Air Lines

you are correct. You need to go the legal route to get enough cash from DL/AF to buy F

I feel like it could be phrase better. As your comment somehow implying that buying mistake fare tickets is or should be illegal.

Anyone still behind on the refund.

It's been 3 months since i filed a dispute with my credit card (after failed attempts to get a refund from the airline directly), my credit is still awaiting reply from them. They're not cooperative as I was told.

Any other suggestions...

Mine came through yesterday from an initial refund request on April 3. I emailed the exec noted above and called DL repeatedly. Not sure which of the two did it, but I got there. Always was confident it would make it to me but the lack of control was unsettling!

Did you call in to make the initial refund request? or did you just cancelled it on Delta. I tried a few months back before disputing the charge over at my credit card but there were just passing the ball around. Priceline AF and DL, no one would want to take charge.

I called Delta initially to cancel April 3, just the basic US phone number and received a confirmation code. Got a little tense as DL phone reps would insist that a refund was initiated and I continue to wait but then could find no record in their system to verify that it actually was in the works and ultimately my period to initiate a charge back expired. My understanding is they had some sort of internal complication between Priceline and AF that voided my April 3 code but never initiated a new one. I became an example of the squeaky wheel gets the oil. Took some effort but 3 phone calls per week for a month got it done...just had to win the lottery and connect with a competent agent. There were many times when DL agents told me to call priceline or AF but that is incorrect.

That is not what I meant to imply at all.

My statement is that DL will not honor this fare in F. Period. No amount of DOT complaints or well written letters to customer care or their executives will change that. The only way you will fly in La Premiere if you sue DL/AF and then use the settlement cash to buy La Premiere. But in that case you are probably better off flying a more desirable route than ALG-IAH

Getting no traction on my tickets, flight dates are upcoming. If I happen to be in a Delta SkyClub, would lounge agent be able to escalate and get through to the right person? Otherwise will email the CEO and file a DOT complaint week later.

received an email notifying me that refund was processed, but money has yet arrived at my credit card.

I called to ask for refund late May and filed complaint with DOT in August and received DOT response early September.

Not sure it is my turn or DOT complaint actually helped.
