Well except for the fact that at least for the time being people flying to SIN from CDG will not even able to enter SIN.

I hope those of you who are booking to travel shortly are aware of the following:

From 15 March 2020, 2359 hours, all new visitors with recent travel history to Italy, France, Spain and Germany within the last 14 days will not be allowed entry into Singapore, or transit through Singapore.

Can someone transit in CDG without going through immigration / getting a stamp in CDG (i.e. YVR-CDG-ZRH)?

No you can not, because Switzerland is a Schengen country. Which means you will enter the Schengen 'border' at CDG.

It is good, but sadly it's not real-time, and it generally does not include the forthcoming ones that have been confirmed but not yet effective.
