it’s a plain jane unrestricted business class fare, which may offer benefits if you need flexibility, want to upgrade to F or are looking for extra FF eqms or rdms. But there is nothing in this fare that would allow transiting through A/NZ.

Just to confirm, the following wording means that a HIP check does apply, correct?

Code:
NO HIP OR MILEAGE EXCEPTIONS APPLY.
Correct. Always perform a HIP check unless instructed by the fare not to.

The fare is in the North Atlantic tariff. You cannot get to Area 3.

If crediting to oneworld then RJ through AMM is much better.

This does seem to be available to other destinations in Mexico as well (without passing through MEX) for slightly more. CUN, PVR, GDL are in the $1525-$1565 range.

Not to mention the unpleasantness of a Saudi transit; specifically the impossibility of getting a tourist or transit visa (or leaving the transit area). On top of that, the airport facilities in Saudi are pretty mediocre to boot.

Indeed, although the YQ and taxes are $179 more expensive routing via Amman on RJ, for a difference of ~1000mi and $300 EQD. Still a good deal, though worth noting.

It isn’t impossible. Doing a long transit through Saudi is one of the few ways to get a visa to enter the country (although not guaranteed).

I would have gone for RJ (or really anyone else except MS) as well though.

Can you elaborate? Everything I’ve read states that Saudi stopped issuing transit visas circa 2016. Hopefully they’ll actually begin issuing tourist visas this year...

Is this fare fully refundable without fees? The rules don't seem very clear.

This worries me:

THE ORIGNAL NON-REFUNDABLE AMOUNT REMAINS NON-
REFUNDABLE.

and this

THE ORIGINAL AMOUNT REMAINS NON-REFUNDABLE.
