If you are just looking for MQMs to hit a Medallion tier the normal way, then the answer is yes. If you are doing a status challenge, the answer is also probably yes, but read the T&C of your challenge carefully to be sure (for the regular status challenge the answer is also "yes")

- signup bonuses for various DL-branded AMEX cards (usually have a spend requirement)
- if you already have planned travel, consider buying up (in advance, not at check in) for 50% MQM bonus and more flexible same-day-confirmed options which are another way to increase MQMs
- Hilton 250 MQMs per stay of 2 nights or more

To get Diamond status with Delta you have to spend at least at least $15,000 (MQD) on tickets or $250,000 on your Delta Amex card. You may want to rethink your quest, given your stated budget.

To reach Platinum you need to have $9000 in Delta spend or $25k on the Delta AMEX card in addition to 75,000 MQMs or 100 segments.
Given the $1300 budget, that would not meet the minimum for silver which is $3000 in Delta spend. in addition to 25,000 MQMs or 30 segments.

Middle of summer is a poor time to be running as it is peak demand season and hence peak fares. You can do JFK-HKG from 7/3 - 7/5 for $1180 roundtrip in main cabin. Not great, but probably about the best you will get. This trip would cost you about $922 in the fall.

It is summer so prices aren't great but you may want to consider China Eastern.

Hi guys, need some help with a miles run.
Departure airport: AMS/BRU/CPH/ARN/OSL/MUN
Destination: LAX
Goal is to get as much XP as possible (if the ticket is not too expensive, I can do BC)
Dates: October 5 onwards
Codesharing: As long as FB to count towards XP

Looking to hit PM and based on trips I have planned so far I would need ~10k MQM and 1200MQD. Credit card waiver isn't realistic for the MQD based on my spending. I have at most 1 extra day of vacation to work with, so I would need to travel Fri-Mon.
