If you are just looking for MQMs to hit a Medallion tier the normal way, then the answer is yes. If you are doing a status challenge, the answer is also probably yes, but read the T&C of your challenge carefully to be sure (for the regular status challenge the answer is also "yes")

- signup bonuses for various DL-branded AMEX cards (usually have a spend requirement)
- if you already have planned travel, consider buying up (in advance, not at check in) for 50% MQM bonus and more flexible same-day-confirmed options which are another way to increase MQMs
- Hilton 250 MQMs per stay of 2 nights or more
- if you are close to a threshold Delta often will offer a buy-up (at exorbitant prices). 2016 thread, and speculation/anticipation thread for 2017

JFK-YVR is about 6000 miles
JFK-LHR is about 7000 miles - $1150, Dec 29 - 30
JFK-ANC is about 7500 miles - $778, Dec 15

After doing some searching, I can't find anything on the partner airlines that will give you the MQDs for the budget you are looking for. Maybe someone else will have more success. Aeromexico does fly from SAT/AUS but there do not seem to be any cheap fares in the Dec 25 - 31 date range. sorry.
Maybe you will just have to take that Dec 28-29, SAT-LIH, $885 (BE)/$1104, 8800 MQMs option that I mentioned earlier

You could break it up into two coach trips. SEA-JFK on 12/18 for $281.40 and 4848 MQM's. SEA-SAN via LAX on 12/19 for $286 and 2908 MQM's

You could do a run on AM from ORD-UIO on 12/22 - 12/23 with AM Plus outbound and business class return for about $1246 which would meet your MQD needs.

Chinese visa is quick and easy to get, if there's a consulate near you, and I believe there is one in SFO. You could look at paying an expeditor service to get it for you there and meet you at the airport when you arrive, you could then board your flight to China. Of course, you don't have a passport during that time.
Alternatively, if you're flying through China to a 3rd country you don't need a visa.
