Link to DOT rules on prohibiting additional fees after booking?

Does anyone have a link to the Department of Transportation's new rules concerning charging additional fees once a ticket has been issued? (i.e. the Korean Air RGN->LAX issue)

Similar situation may be happening for me and it would help to have this to send to the airline.

some fees/taxes can be increased after the ticket has been issued, the fare cannot
