Why Airpoints only; does the booking class not accrue miles in other *A programs?

What is the booking class?

Air NZ's cheapest economy fares only credit to Airpoints. Any fare in LGSKP will not credit to any other program.

I'm seeing some half-decent fares in Premium Economy LHR-HKG throughout 2009, what booking class are these?

I think I already know the answer... but if RDMs don't accrue, do EQMs for other (US-based) airlines?
