Did you find this on UA.com? I don't see it on ITA. Tried both ways and I don't get $137.

i didnt say AI, but probably should have put the ai price, sorry. check the rules on the fare, they are really restrictive. all sorts of blackouts. here is the info from ita. still, this fare is 100bucks off each way from normal.

over some time, I've encountered a few fares with similar (goose egg) base fares..I've never mentioned them previously as they weren't all that practical..

If you were going to pay 249eur for sip-dar, and are actually interested, most sites seemed priced around $130usd (including tk for ~30 more)

the lowest 0.00 base fares I've come across after all fees was just somewhere around 20-30...though once again, wouln't likely be of much use to most

though I can't comment on the reason the fare listed above (sip-dar) is published at that fare (mistake, or not), in many circumstances there are intentional reasons fares are published at 0.00 - 1.50 - or even 7.50 for a intercontinental, trans-pac, trans-atl, etc..
