Circle of Safety
 
A colleague posted this picture from Detroit Michigan International Airport asking "What is the Circle of Safety"?

Is it the congregation point if a fire alarm goes off? :D

I'd say it's there to remind ground crew around the aircraft of the "Circle of Safety" a 10 foot area around the entire plane where you are to exercise extra caution. Probably painted after one too many instances of a vehicle striking a parked aircraft (and as part of a safety campaign or initiative).
