That is sensible. Cover your hair if you don't like being stared at. I say this because a lot of the laborers on the building sites are fascinated by women showing up at the worksite (or even driving by), and many women don't like the looks they get (No cat calls though). If you cover your hair, many will show respect by lowering their gaze (in the Islamic tradition).
