Does this also apply to visa on arrival; i.e. most European countries, US and Canada?

I believe it does. Ruins my planned holiday. I'm hoping Emirates will refund me.

Edit: New information suggest this new policy doesn't apply to everyone. And certain nationalities can still receive visas. Scroll down to see a new link posted by another poster.

However, other information found on the internet indicates "Dubai will suspend all theme parks, entertainment and wedding destinations, including night clubs, cinemas and concerts, from operation beginning from Sunday, March 15 2020 until the end of the month, as authorities expand measures to control the spread of the coronavirus, according to a Tweet from the Government of Dubaiís official media account."

After watching this YouTube video about the suspension of Visas to the UAE, I'm even more confused. Is it just for visitors, like tourists?
