Saudi tourist visa for US citizens?

Are they issuing visas for independent travel as of April 1 as promised or can you still only go on an overpriced group tour or on a business visa?

Not yet. Apparently, regulations for tourist visas have been completed and submitted to the State for approval.

If I have a 7-8 hour transit in Saudi, is it possible to get a transit visa and leave the airport for a few hours?

No. You would need to stay in the transit area of the airport. There might be lounges you can access though; I'm not sure about that.
