I would always take MARC to BWI if I both my arrival and departure were during the week. There are enough trains to make the connection to Metro at Union Station real easy.

because the beltway and 95 is a disaster waiting to happen. and no, take the red line from bethesda to union station. get on MARC and you're up there. it's the best way to get to BWI without worrying about traffic. should take 1:15 to get from bethesda metro to BWI if you time it right.
