PHL runway
 
Did PHL recently get a new runway? Oh my god the runway we came in on was so rough even the FA commented on it.

I don't think so. At least not in the last month.
They have been doing some work near the E/F terminals (I think)...but not the runways.

I believe they just did another improvement to the shorter cross runway (prop, turbo-prop and some RJ). The 2 main runways remain unaltered as they are hopelessly boxed-in in every direction.

Runway 17/35 is being extended by about 500 feet on both ends (It caused the permanent closure of RT 291 in the airport area also). This will allow 737 and A320 size aircraft to use this runway on a more regular basis. They do use it sometimes now but not too often.
