I really would appreciate your ideas.

You can check your bags through to LOS; having two PNRs makes no difference. You can't leave your carry-on luggage anywhere at IAD or other US airports.

I would want to rest at a hotel after that flight; there is a Marriott at IAD.

If you really want to explore DC then I would rent a car; you can also store your carry-on luggage in it. Round trip taxi would cost $130+. Otherwise you can take a bus to the West Falls Church metro station. I think it's around $18 round trip.

If you are driving back from DC, I would leave by 8:00 pm to be safe. You have access to premium security but it doesn't help much.

You have access to the Lufthansa lounge in terminal B. It is much nicer than the UA lounges and also has showers.
