Concourse C Customs
 
I'm assuming, looking at the TSA security waiting times, that the midfield customs facility isn't open at all before 2pm? I know it's closed for the early arrivals from EZE and the like, but wasn't sure whether it might be open by, say, 11.30am, when the first UA transatlantic flight arrives.

According to Travelers Aid at IAD, the C Concourse customs facility is normally open 9am-noon and 3pm-7pm, with hours "modified as needed".
