"BEST" united club lounge in IAD?

Why would you want to spend a long layover at a mediocre UC?

Of the three I would say the best is the one by Gate C17 but it's barely better than the rest. Whichever one is closest to your gate is probably easiest.

If you want to maximize airplane viewing, go to the C7 club - it's at gate level, while C17 (otherwise the nicest of the lot) and D8 are at ground level.

You should be able to leave-and-return-to the same club during the day. Then you can spend some time wandering around the A/B Concourse (no security checks between concourses). It is the nicest concourse at Dulles by far with many fine shops and dining opportunities. And all the international flights other than United are there between gates A15 and B51, so there's very interesting "people-watching". Vino Volo near B51 is a lovely location for some wine, small plates, and people-watching.

to answer myself...i just spent 4 hours (delayed flight) in IAD. interestingly, united, despite verbiage on the day pass, allows you to visit all the clubs using a single day pass. to me, essentially all were the same with d8 being a ghost town.

FYI... All the IAD United Clubs are undergoing major re-furbing. They have plastic sheets acting as barriers closing off about 1/3 of each club. Behind the sheets they have really gutted the space - should be interesting to see what comes out of it.
