I wonder how they are going to institute this. Gate checks w/o additional screening equipment isn't practical. Segregating USA-bound flights isn't practical. I am wondering if all Mexico airports will have a USA-acceptable screening standard at the security checkpoints. Otherwise, domestic to USA connections won't work without gate screening.

Hm, at least according to the SCT, they're not outright banned, but subject to additional screening - most likely directly at the gate.

Translated, the SCT directive (link) states:

Extraordinary security measures on flights to the United States of America

The Directorate General of Civil Aviation of the SCT was informed by the Department of Homeland Security (DHS) of the United States of America that, starting tomorrow, July 19, 2017, for direct flights to that country, airlines will apply extraordinary security measures, which have to do with the review of portable electronic devices larger than a cell phone or smartphone.

Passengers who are planning to travel to the United States are advised that they must show up at the airport three hours before departure to comply with the procedures.

Likewise, it is suggested that you carry the least amount of equipment such as those mentioned in your hand luggage, and that, in case it is necessary to carry them, be aware that they must be subjected to safety checks and presented separately from the rest of the luggage, and without cover or protection of any kind.

Segregating flights to the USA is already carried out in a number of airports. Those with electronic devices larger than a smartphone will have to submit those devices to additional scrutiny - they can be asked to turn the device on, the device can be swabbed for "explosives" detection. It could be the swabs may have to be processed at a central location. If you're planning to travel with your device from Mexico - or anywhere abroad - to the USA, be sure to give yourself more time.
