Some changes coming soon including:

Airlines required to show final ticket price from the beginning of the booking process.
Passengers 18 and over can carry an infant less than 2 years old with no seat or baggage allowance but with right to transport a pram.
Airlines cannot cancel the remainder of return or connecting tickets for which passengers missed a segment if passengers notify the airline up to 24 hours after missing the segment that they want to take the rest of the trip.
Airlines will establish compensation policies for delays and cancellations that are attributable to them and will submit them to the Transport Ministry (SCT); these compensation policies will be made public.
Whenever a flight is delayed airlines must publish the reason for the delay in boarding gates or halls.
Upon delays of 4 or more hours that are attributable to airlines, passengers will be able to choose the compensation that corresponds to cancelled flights.
Airlines must have customer service modules in every terminal in which they operate.
Passengers can cancel tickets up to 24 hours after purchase with no penalty.
Every domestic and international ticket will include a baggage allowance of at least 25 kg for aircraft with a capacity of 20 or more passengers. Extra baggage charges can be applied only if exceeding this minimum allowance.
Carry-on baggage allowance is standardized to two pieces of up to 55x40x25cm adding up to 10kg. Airlines can charge more for carry-on baggage only if exceeding these dimensions and weight.
Compensation to passengers for delayed flights etc. must be done up to 10 days after the passenger files the request.
Transportation of domestic animals will be regulated.
Disabled, elderly and pregnant persons as well as unaccompanied minors have boarding priority in case of overbooking.
Carry-on baggage damage compensation to passengers of up to 320 USD and loss or damage to checked baggage will be 600 USD. Actual values are established in pesos according to a standard government measure that is updated periodically but currently the amounts go at about that.
Airlines will be required to submit monthly statistics on performance and these statistics will be made public by the Transport Ministry every 3 months.
Passenger rights and compensation policies will have to be published by the airlines widely enough including on their websites, in airplane seat pockets, sales points, in customer service points, etc. as well as the means through which passengers can file complaints.
