Preference Plus Rates?
 
Found several really great rates in European hotels, but they are "Preference Plus Special Offer". Any ideas what does it mean?

Yep, it's a program for "travel coordinators" and you must be invited to join (the program is extremely old and not official anymore but some hotels still use it)

Thanks. Found also the website: http://www.preference-plus.com/en/index.asp I wonder why the program was launched only in Europe and Latin America.

Buying in EU is still very different from the US and is very reliant on individuals in the offices whereas USA is becoming more and more based upon program compliance
