Well this is a good one....
Rennaissance LAX acknowledges that it is to be given out at check-in, although the clerk had to be reminded of it - but he was thankful that I did so!
It seems that this hotel's management gets it right, and obviously knows that their clientele may be hurrying out the door at checkout!

I guess this is the reason why there is so many inconsistancy between hotels. The inconsistancy is making the good ones look bad.

Further, it would seem difficult for the hotel to argue that the BB can't be given until check-out, when the rate rules for the specific reservation include the check-in wording. All of my OTP reservations have included some version of the following:
At check in, I show the printed reservation confirmation page to the desk clerk (with the pertinent wording highlighted) and have had no problems, even where the first response is "at check out".
