When will 2013 category changes be announced?

When will 2013 category changes be announced?
Hello all - anyone have insight as to when the list of hotels moving up or down categories for 2013 might be announced? All of the Cat 1-4 certificates I have been gathering got me thinking that I should probably look at booking something soon at a few of the hotels that are currently Cat 4's just to be safe.
Last year, I believe the official word came in late February and took effect mid-March. Curious if past years were consistent with this timing which would lead me to believe I potentially have a couple of months still to take the appropriate action.

Any suggestions for the best category 1-4 property in the chain worldwide? Other than the Renaissance Bangkok? I have used my certs there, but will have 18 unused certs coming into this Spring Break late March, and trying to figure out a nice destination for family... thanks in advance for your suggestions!
