Clarification needed about cancellation policy
 

It seems pretty obvious, actually, but as the wording in the cancellation policy differs slightly from other rates offered at the same properties, I'd like to make double sure that I understand it correctly. Here it's what it says:
Cancellation Policy
CANCELLATION PERMITTED
- BEFORE 1800 DAY OF ARRIVAL
78.91 USD CXL FEE

Now, I'm guessing the cancellation fee (which includes the tax) would be assessed only in case the cancellation didn't occur before 6pm day of arrival, right?

Also, this is a "special event" fare, but it doesn't appear to have any other restriction, so anyone should be able to use it, correct?
