Thank you very much for following up on this request. I am glad to see that you were able to get the hotel to offer some guidance. I also found this relevant piece of information on their website (emphasis mine):
Guestrooms have been thoroughly disinfected for your arrival. To adhere to social distancing best practices, guests must request service for multiple night stays. If your visit is longer than one week, housekeeping will clean on the 7th day.
I understand things are not back to "normal" yet, but a Luxury Collection hotel simply shouldn't open as a non-full service property. Completely agree with TravelingZoomer. I will be canceling my reservations here, and will probably let the Palace know exactly why, and then see if I can find a decent property in this area. Suggestions are welcome.

Kindly be advised that our services offered will be modified:

I am about to book a stay with amex FHR program at the end of Aug. I just noticed that it seems all the restaurants are closed. Do you think they will be open at the end of Aug? If not, what can we do with the $100 food credit?

Stay report 7/11-12
Just did a 1 night stay at the palace hotel and wanted to give some updates. Booked a supreme 2 double bed through Amex FHR.
Restaurants
Garden Court opened for a la carte breakfast as of 7/9 https://qr1.be/UYC5
Pied Piper will be open for on 7/15
afternoon tea will be open 7/30
Breakfast for 2 FHR benefit covers $40 of your bill. We ordered a bit much to utilize the $100 FHR dining credit. Breakfast was good but at 9am we had to wait an hour for a table and then another 20 min for a waiter to come take our order. Definitely call for reservations so you save some time waiting for table.
WiFi also included - you sign up for the basic wifi for up to 5 devices and they take that off at the end. Basic was plenty fast - I saw 100Mbps download.
Valet parking $72/night. We ended up parking at paramount valet for $35 about a block away.
Room was upgraded from superior to deluxe 2 double bed room.
Fitness center open 24/7, pool open from 6am-10pm (I think)

Did you book pre-paid through FHR and attach your Marriott number? I booked pre-paid through FHR and attached my Marriott number but worried I won't get elite night credits by doing so.

Yes, booked prepaid and attached Marriott number. My understanding is that you get your status benefits but don’t get credits for nights because it’s booked via a 3rd party. This is my first time doing this so I don’t know for sure, but the stay did not apply to my nights stayed on my bonvoy account

That's about the worst FHR benefit I've heard of. Usually at least $25-30 per person - in SF it ought to be higher than that.
Mixed results is exactly right.

So going forward, I may use STARS instead of AMEX FHR prepaid if I won't get points and night credit.

The hotel advised that they currently have limited Food and Beverage options with the below details although some of their Venues will be opening back up later this month.
o Garden Court Breakfast Hours
• Mon – Sat 6:30am- 10:30am
• Sun 7:00am-11:00am
o GC2GO
• Carryout San Francisco Cuisine, open daily 7:00am – 1:00pm
o Pied Piper (reopening July 15th for dinner service)
Mon - Sun
• Food & cocktails: 4:00pm – 9:30pm

Yeah, I'm hoping to take advantage of the new FHR credit while getting closer to Platinum elite and I'm hearing mixed reports of elite night credits earned when booked via FHR. But, it seems that you've completed your stay since yesterday and elite nights generally post a couple days to a week after. Please report back if posted!
