AGODA is a valid BRG site. Why wouldn’t you submit a BRG with that and get an extra 25% savings for your wallet?

Or if someone else is paying or the difference is small match the rate and get an extra 5K points?

Now when Expedia is running the wholesale rates from Marriott it's very tricky to find a lower rates on third parties. Before Expedia wholesale the success rate was like 50-80% but today... 5-10% I reckon? Even less?
It seems it's also up the hotel how they sell their rates. Some properties allow other rates than Expedias wholesale and then it can be possible to find something lower and score a Brg. But most hotels don't and then it's basically 100% impossible to find anything lower resulting in all 3rd parties have the exact same rate lol.

To me this is a bit odd to lock rates among 3rd parties. It must surely be more difficult to attract customers from different sources like from travel agencies, non Bonvoys looking for the lowest rate possible etc. But I guess during these times this doesn't matter as long as the expenses from properties are as low as possible and Brg rates are a part of that.
Let's see what will happen in some years when we'll be back to normal with full war between hotel chains and full capacity.

Any rate or site that is excluded from the BRG has typically been found to have an issue with it. Usually it is that when booked it does not result in an actual reservation at the hotel. This type of thing is researched, it is not a conspiracy to deny your BRG claim.

Claim form issue

Not sure why that worked but that did the trick.
From what I have been told, the issue appears to be your phone number cannot be entered with any spaces. If your account has your phone number listed with spaces, you should edit your account profile so your phone number would be like this: 3604415875 not 360 441 5874 or 360-441-5874. Then you should be able to fill out the claim form without a problem. Not 100% sure on this, just what I've been told.

Refundable vs Non-refundable

Since the 254 GBP is the lowest rate for that room type that includes breakfast, you would need to book that rate. As this rate is flexible/refundable vs. the non-refundable rate on the competing website, your claim would be rejected.
This is incorrect. If the lowest rate on Marriott.com is a refundable rate even lower than the non-refundable rate offered with the same breakfast included, it can be compared to a non-refundable rate that is lower than both (with the same breakfast inclusion). "you must reserve the lowest rate for that room type to be eligible for the guarantee" from the terms overrules any difference in cancellation policy.

Marriott is offering the same room for ~Ł254 per night, B&B but is the "Member Flexible Rate with Breakfast".
If I choose the "Prepay and save" tab, the rate actually goes up to ~Ł296 per night, for the same room and B&B, nonrefundable and nonchangeable.

Would this final rate be eligible for the BRG? Seems too good to be true.
Yes it is eligible. See my reply to Zurich.

Was the HB rate not available on marriott.com? If it was I would book the HB rate and get the HB included in the BRG.

Unfortunately there was only the "Dine around" rate available, but not the regular half board package.

I did just that booking the "dine around" rate with this particular hotel and got it approved twice with both LRM and the GH, so it worked previously without any problem. I suppose the dine around rate is categorized as a "half board" rate.

Oh, great to hear that. So I will try to do that as well, thanks for the information! Now I just have to find another cheaper rate as my original competing rate has gone... So If you have a tipp for a nice competing website, please just write a pm.
