They also released dates for award booking starting 09/01 all the way to first week of January. Seems like a steal at Cat 5 and a great use of a free night certificate. In comparison, the LM in Bora Bora undergoing renovation is a Cat 7 and was previously a Cat 8. Hell, theres even a LM in Dubai at cat 7.
Standard award is for beach bungalow or sunrise overwater Villa. Cannot apply SNA at the moment. Seaplane transfer is $420 RT pp all in.
Some of the staffs LinkedIn shows previous experience with some luxury properties in the Maldives like WA, W, and StR. Wonder if the intention is for the property to be the budget Marriott option like the Sheraton or closer align with the Westin.

I checked that beach bgl are widely open, but cannot find any overwater bgl, which is still available on cash. Do they have a limited number for reward night, or they just changed policy?

I believe you pay per night and they're saying the meal plan begins at 2 pm on check in date and ends at 12 pm on checkout date.
