Special rates for local residents
I found a special rate which seemed to good to be true at one of the very best hotels (with amazing reviews) and it seems as though it is only valid for people who live in the country.. I tried booking a hote in late September and clicked on special rates, and there is one where for about $220US it includes free breakfast, lunch and dinner!!! I called to ask the hotel a question and the guy told me you have to live locally to get this rate... The gentleman referred me to a few words at the end of the rate rules. Any chance a non-local can get this rate?

Exclusive rates for FL and GA residents. Happens many places as others have said. I just wish they had special rates for Baltimore-though I am usually looking for other places to stay.

Blatant discrimination would be excluding a particular group altogether from staying at the hotel. By your definition, AAA rates discriminate, Senior rates do too etc. There's no difference.

weird i've never noticed and I routinely stay in hotels in my own city..
next question - 1) Is this something where I can show up and argue with the hotel and get them to "honor it"? The email confirmation says nothing about having local ID; nor does the reservation on the website or app once you make it.

Before booking a special rate, it's your responsibility to look at the rate rules and make sure that your qualify, contacting the property or Starriott/Bonvoy if necessary.

Correct. I had an issue one time where I booked three gov rooms-for legit reasons. The rate was only eligible to two rooms and stated so. At check in, they told me I had to pay a different rate for the third room. As all occupants were gov, they gave us gov for the third room. I was surprised the system booked rooms not eligible, but it was my responsibility.

Also, I noticed that for the sister property (Royal Meridien) they make it clear right at the top that you need to be a UAE resident...

there is another rate at the same hotel which is a bit more and states:
[Local] Residents getaway, includes buffet breakfast daily, per stay, wired high-speed Internet, wireless Internet, 60 min spa treatment per night ..., [Local] ID valid ID required, see Rate details

I regularly see some in state or upper midwest rates for low season weekends at local hotels. These rates usually appear only under special offers and sometimes only on the hotel's own website and not when one just searches on Starriott/Bonvoy.

Not really seeing any wiggle room.
I always check the terms and conditions of any special rate that I book to make sure that there will be no complications. e.g. The Westin Ottawa occasionally has better rates for residents of Ontario than my government employee rate. (and yes, I qualify for both)

I wouldn't think that it would be wise for a foreigner in some of the mideastern countries to argue in a hotel there about a rate intended only for residents or citizens of that mideastern country/ YMMV.
