If the hotel does have high proportion of these wall view compare to better view room then its hard but not impossible for them to assign elites to these better room.
Obviously elite tiers will have effect on this so if somehow a group ambassador members somewhat held a gathering there then titaniums and below wont have the chance.
However during normal situation I believe with some efforts hotel could assign these better room to their elites.
Afterall the hotel definitely know which elite checking in on that day in advance.
And honestly I don't think its entitlement as it does take more effort to reach gold/platinum/titanium than preassign elite to better rooms
