Yes i asked him he pay $200 for 2 times then they renew him since then for free ( maby because he stay too much in intercontinental) i don't know any thing about IHG
Perhaps it applies to paid elite tier with certain brands like Intercontinental. Do most Holiday Inn or Holiday Inn Express even have mini bars?

Holiday Inn and Holiday Inn Express is worldwide but I have doubts about his guaranteed upgrade and free mini bar at Holiday Inns.

Sounds like Ambassador level - which does not come with free minibars. Are you sure he's not just staying in hotels that come with free minibars?
