Legacy to New Travel Package Conversion (effective August 2018)
A Marriott supervisor can currently convert your legacy travel package into the new category mapping. If you hold a Category 6, 8, or Tier 1-3 legacy certificate, it's ideal to downgrade your certificate before converting so that points don't potentially get lost in the process.
When converting your legacy certificate to a new certificate your prior certificate is cancelled and your new certificate will (in most cases) have an expiration date that is 12 months from the date of issuance (today).
The codes for the New Category partial packages are:
5-night packages
NCx = new certificate category
QPxx = post-merger converted partial package
OCx = old certificate category
QLxx = post-merger converted partial package (only QL known so far is QL87 for NC7)
xx0T = initial package;
Pxx0 = partial package;

IMPORTANT! Possible Points Advance Implications of March 5 category changes: There’s a (potential) issue with the category changes and Points Advance reservations. Marriott included the following information when they emailed some of us about the upcoming changes: “Points Advance — Members who wish to book a points advance redemption under the current Marriott Rewards and SPG award chart are encouraged to order redemption certificates before March 5 to lock in the rate. On March 5, redemption bookings are subject to the new unified program award chart.” We’ve reached out to Marriott to confirm the practical implications of this verbiage, as it sounds like Points Advance reservations will revert to the new pricing if they don’t have certificates attached prior to March 5. To be on the safe side, if your hotel is increasing in category be sure your TP certificate is attached to the reservation before March 5.

Last July, I purchased two OC1-5 travel packages. I have an upcoming trip that I wanted to use the certificates to book two rooms at an NC5 hotel.
1) Verified that I had an extra 120,000 MR points in my account (2x60,000 to upgrade from NC4 to NC5)
2) Call the UK Marriott # in the wiki (+44 20 7012 7312). In total, the call took about 25 minutes.
3) Explain that I have a booking I wanted to make, and I wanted to Cancel my two 830T certificates and convert them to two QP91 certificates. I did need to be clear with the rep that I was going to be using additional points from my account to upgrade the certificate.
Canceling two 830T (OC1-5) added 90,000 points (2x45000) to my account
Ordering two QP91 (NC5) subtracted 210,000 points (2x105K) from my account
4) The rep said that their "specialist" wasn't in the office, but she would leave detailed notes and have him do it the next day
5) True to form, the next day (today), I got an emails saying that my old certificates were canceled and new certificates were ordered.
Email clearly states that 830T certs were canceled
Second email clearly states that QP91 certs were ordered and 210K points were redeemed
Email (and account) state that the expiration is one year from today
As typical, App is up-to-date, website doesn't show the updated information yet.

The new award redemption chart will not impact Travel Packages. After these changes go into effect, you'll be able to book a hotel within the category assigned to your Travel Package, regardless of whether the dates at the hotel are in off-peak, standard or peak rates.

On the phone with UK Rep, have old cat 1-5, asked to convert to NC5, she quoted me 65k points to convert to NC5. Is that the appropriate value? Per Wiki I thought it was 45k?

A 7-night OC5 to NC5 should be 60K points. Not 45K or 65K. At least they are close and willing to do it. But I would look carefully at the wiki and make sure they are actually ordering the right cert. Go over the codes with them. If they sound like they might muck it up, it’s better to HUCA than make a mess of your account. I had to spend a ton of time to get one of my certs back after it was cancelled by a bad CS rep.

45K is the RESIDUAL value of your OC5 when you cancel the cert.
When you want an NC5, it would cost you 60K EXTRA to come up with the 105K residual value of the OC7 that maps to NC5.
Use the codes to lead the agent.

If I'm reading this right, it seems that any OC to NC conversion will auto-refund the 30k difference for OC6, OC8, and OC Tier 1-3 holders, but is there any successful reports of going from OC Tier 1-3 to NC 7?

A few days ago when I asked, was told no "upgrades" allowed, but can certainly get 30k back as a OC Tier 1-3 holder when moving to NC6. Have not HUCA but noticed in the Wiki the term to use should be "convert", will try again soon

Call them and ask, if the only objection is that you don't have the required points then you have some confidence, if they refuse to even entertain the concept then your stuck.
I'm about to give it a go myself this week so if you have the option to wait for some feedback I should have something to share, for me it's OC7 to NC7 that I'm going to attempt.

One thing I would ask if you are successful in doing this: do not have buyer's remorse later and call to get it refunded because you decide it costs too many points. If they start looking in to how it happened they may institute some new measures to prevent it.

Which part of the wiki says you do not need to convert to get the 30k refund because I do not see that in the wiki and in general it is not true. You must convert to an NC to get the 30k refund. You cancel the OC8 and get a 135k refund, then you order a QP91/NC5 for 105k which leaves you with 30k left over. The only legitimate way to get the points to refund is to cancel the OC cert.
ETA: IF you have an OC cert attached to a reservation at a hotel that has gone up in category you should not detach and convert the cert or you most likely will need to upgrade to the higher new category to reattach. In this case I would ask the rep to gift 30k points to compensate. I am not sure it that would work but it is worth a try.

And do not let the excuse you do not have enough points stop you. You can order TP certs without having all the points needed and your points balance will go negative. You may never find another agent willing to entertain the idea of an NC7 conversion so if you find one go ahead and do it even without enough points and your balance will go negative but the order will go through. This happened to me going from an OC8 when the agent mistakenly ordered me an NC6 and my balance went to -30k points. I do not know if there is a limit on how much you can go negative but the system used to allow it. Works like a points advance.

Then you can decide when to convert it to NC, when the refund would / should automatically return to your account.
Just make sure you detach the cert first, before cancellation your reservation - if you still want to keep the cert.

Thank you all for sharing your experience, as someone who wants to do an OC to NC conversion (with a cat upgrade), I found the information here very valuable.
One thing I'm still a little confused about is this: once you receive a NC from an OC (equivalent cat conversion without any upgrades), can't you just pay additional points to upgrade the NC you received to a higher cat NC, where the points required would follow the new Travel Package table on https://www.marriott.com/loyalty/red...el/packages.mi ?
I'm not sure why everyone who wants to do an "upgrade conversion" is trying to do the upgrade when the OC gets converted to the NC.
Wouldn't it be easier to simply get a NC that is equivalent to the OC first, and then call again to upgrade the NC you have to a higher category NC by paying the difference in points required?
