Just to report back a data point. I had my partner make the same nomination for my friend yesterday. The email was not instant. It was received by both nominator and nominee about 14 hours later (presumably, at the start of the US business day). This suggests that someone has to manually press a button to trigger the emails?
But once the email was received, and nominee signs up, a Bonvoy account was created instantly for the nominee, though the on-screen message says it'll be "ready for use within the next 48 hours".
And nominator also receives an email instantly to confirm that the nominee has signed up.
As to why my original nomination wasn't acted upon, no idea. I can only suspect there was a technical issue in the data transmission, or someone had dropped the ball by "forgetting" to trigger the nomination...
