Question: do Best Buy reward certs from the Citi Best Buy credit card work the same way as regular Best Buy reward certs? I.e. dead for merchant GC purchases in-stores, only working on some like iTunes

Premier Rewards Gold refresh: 4x USA dining, groceries, $10/mon dining credit. $250.
I suggest you verify a particular location with a small "test" purchase before going "gung ho" on that location and counting on it to post correctly.
In theory, that could happen with any brand of grocery store, but there recent reports (at least in the Amex forum) are about Safeways (in a particular area at least).
Ie, they may have left out Safeway because they too got some reports of some Safeways being coded incorrectly.
As noted above, if it's coded correctly as "grocery", it should work fine, the thing to watch out for is individual stores that aren't coded correctly.

All Albertsons and associated grocery store brands use the Safeway POS system. As others have mentioned here, some Safeways may code incorrectly as they can also sell gas. I think Safeway is the only brand that sells gas in the whole company, so any other Safeway/Albertsons brand should work just fine. The charge appears as that brand, and not Safeway unless you’re at an actual Safeway.
Also, Dairy Queen and Starbucks count as groceries? Since when?
