EEA only: Wavy by Klarna
Wavy by Klarna lets you pay other people. Load from a credit card with no fee, they receive to a SEPA bank account with no fee. All transactions are denominated in EUR. Their MCC is 4829 "Money Orders - Wire Transfer" so be careful about cash advance fees. This is the same MCC as Transferwise. Limit EUR 2500 / month.

Claims to be available in every EEA country. Oddly the Play Store says not available in this country from a UK IP address, but a Dutch IP address worked fine. The app continues to work from a UK IP.
Confirmed they actually do block US cards by BIN.
