Another update regarding the 'everywhere' style vgcs. WM takes the explore type, too. I tested this after I realized that all of the explore cards have an identical BIN, thus there is no difference between any of them, is all just marketing to increase breakage. Happy M$ing!

It's not just marketing. The Fuel Everywhere cards works at Costco gas pump, but not in the store.

The style, home, dining and explore (which are the only 200 denominations) all work at the WM money center, is my point.

Did they work to trigger the current promo?

Office Depot variable Dining Everywhere Visa GC

Everywhere cards work at NM and Super WM locations.
They do not work at non-Super "regular" WM.

Other merchants often follow the vendor coding. I wouldn't be trapped
with a huge inventory of these, in case WM suddenly changed policy.

Welp, burned for the first time on VGC purchase.

I picked up 2 $100 VGC yesterday at Safeway.

Skinned them today, and noticed only one wad of glue instead of multiple
wads and it seemed .... different.... gummier than usual.

Hm.... Called number to set PINs. and found $0 balance.
Each spent at DIFFERENT WM in neighboring city.

Ugh.

I look at the backs of packs while standing at checkout, and these
hadn't seemed tampered with to my untrained eye. I guess they are
better at putting them back together than I thought. And the personnel
to drain them at multiple stores.

My first brush with fraud.
Next up is filing with Blackhawk.

Yep, you can't go by the packaging... They're able to tamper with impunity. You have to treat these like live grenades... You don't want it in your hands any longer than necessary for you to get rid of it.

What general area were these purchased in?

Small town west of Sacramento.

Per transaction records, spent the next day, at 2 different WM in Sacramento area.

I've handled many thousands of VGC over the years. Now while I didn't
get out my magnifying glass in checkout, they passed a quick inspection.
After thumbing off a lot of the little gummy adhesive patches over the years
though, I knew immediately after I skinned them the next day something
wasn't right. So going forward, where I can't immediately unload them
I will at least skin them and check for normal adhesive type and placement.

The logistics of this fraud I don't understand. The travel time, spending
at different stores, extracting value.... it just seems like a lot of manhours
versus the risk of appearing on CCTV recordings all over.
It seems to me if scaled out to make good money, they'd end up
some fraud investigator's radar eventually.

that's not how it works. first, they go into the store and steal racks of non-activated gift cards. they take them, remove the sticker to get the code, and copy down the card number and code. then, they put new stickers on the code and put them back on the rack at the store (could be same or different store; doesn't matter). they have a script running that checks the balance of 100s or 1000s of cards at a time, maybe once a day or perhaps even once an hour. the script alerts them when any of the cards shows a positive balance, and they drain it right away.

They may not even have to go into the store. These gift cards arrive in a colorful marked box, taped up with tape indicating to reject if tampered. It could be as simple as stealing the package when it arrives via FedEx. Since it arrives via FedEx Ground, they might leave them at an unattended loading dock (because FedEx Ground is a separate company from FedEx itself, and the drivers are paid differently so they don't care), where the crooks can easily swipe them.
