Odd... I signed up for a second account with a second number, but no mcgc offer there. Are these targeted in any way?

Unless unless you add them they usually disappear a few days after they become visible. long story short you were too late to try and add them on the second account but it should work next time around.

Does anyone have a good way of spending Safeway GCs? Currently going through organic spend with them but would like to offload them sooner rather than later.

Very easy to offload. You can but thousands of third party merchant gift cards and even a VGC which can converted into a MO.

You can convert rewards to coupons off groceries under the new campaign. If the fuel rewards are to expire end of September, converting to grocery coupons extends the discount till the end of October. Once converted, they can not be converted back.
