AC Conversion Prepaid CC (Canada) got schemed and the Bank won't return my money
I was doing MS in Canada using the AC Conversion Prepaid CC. All was well for a few months until after one last withdrawal at a bank ATM, I believe my cards were schemed at this bank during the withdrawal.
Next day, I log in to my AC account and saw there were strange/unauthorized withdrawals on my card so I immediately called the AC Conversion support line to block the card but the account was already drained.
I found out from Support staff someone withdrew all the money in Niagara Falls (2 hrs drive from where I live in Toronto). Told me to fill out the dispute form so I did.
This was back in April 2017. Three months later, no response, I call in today and found out the investigation was closed and they ruled against me. I was absolutely shocked. The rep then basically said "you did not provide enough evidence that it was not you who withdrew this money".
She wants me to provide:
- CC statements showing charges on the dates of unauthorized transaction that I was in Toronto and not Niagara Falls
- pictures (if any) that I took of myself in Toronto on those dates showing I was in Toronto and not Niagara Falls..
Has anyone else ever dealt with a prepaid CC card scheme and have any suggestions/recommendation/feedback for me?

I legit thought this would be dealt similarly to CC disputes - fast and easy and ruled in my favour.

I don't have any pictures of myself from that weekend. Even if I had, how would that have helped unless I had a current newspaper in my hand pointed to the date? The request seems very unrealistic imo.
I have 2 CC transactions from the day before the authorized transactions. I forwarded them today. I also downloaded my Google Locations history and forwarded that info as well just today as I have asked for them to re-review my case.
From talking to this company, it does not seem like they did any "investigation". They waited 3 months, read my original submission and ruled against me. Frustrating part is I was never told by the original agent back in April that that the burden of proof was on me for the investigation and that I needed to "prove" that I didn't do those withdrawals.
It makes zero sense for me. If I was of the shady kind, I could've easily make 10-20k purchase on my AMEX and then report it stolen.
Why would I allegedly pretend to scheme my cards, drive 2 hours away to withdraw in Niagara Falls then drive back to report them as schemed/stolen right? Whole thing makes no sense to me.

I re-read the terms and conditions of the card, there is nothing that say I aka the user must report the "stolen" card and fraudulent transactions to police. It just says I must notify the card company and would have no liability if my card was registered (which it was).

Is it standard procedure to go to police for this? I have had my credit cards compromised multiple times and I never notified police as the CC companies handled everything.

If you now want to subpoena somebody else's proof of your theft (e.g. Niagara Falls ATM surveylance), there must be a record that theft is being alleged. Otherwise you are unrelated to that business, and not entitled to request their private records.

their customer is useless, and I agreed with you, 3 month investigation time?that's way too long! and it's done by some company in US I believe
my wife also got had her C Conversion card lost after ATM withdraw, I thought it have chip and PIN so I don't report right away thought someone might return it. however later I find out you can use this to Tap&Pay if it's under $200 also investigation no response after 3 month, I have to escalate to CIBC final get a response and get less than $200 credit back
when she lost card we request replacement card send in rush, I called CSR 5 times in 2 weeks finally someone told me it haven't been send
I can't reload for 1 month, escalate twice CIBC just pretend to not received email and no response, finally I figure out by myself: since I just recently change my address, if I used “saved credit card” profile it won’t go through, but if I put the same credit card number under “New Credit Card” it will go through .................and after I figure that out CIBC Escalate team still email me back said it's due to I going over $100 daily limit, it really angers me.
I have CIBC CC for 10 years with 10K+ limit, but they just keep rejecting my new CC application in recent year
Anyway if AC Conversion is done, I don't want to deal with CIBC anymore .

According to your story, standard procedures and reading of terms have concluded. You lost because you have no proof of theft.
If you now want to subpoena somebody else's proof of your theft (e.g. Niagara Falls ATM surveylance), there must be a record that theft is being alleged. Otherwise you are unrelated to that business, and not entitled to request their private records.
