Buying Ebay gift cards
When Staples was a part of 5back it was possible to buy $500 5back card and purchase Ebay cards from Staples with great discount. No this possibility gone
I've checked with Target - their Red card will not apply 5% discount on any gift cards
Are any other possibilities to buy Ebay gift cards with 4+% discount using gift cards or merchant credit/debit cards?

Grocery stores also sell Ebay gift cards, so you can use grocery earning category card there. 7-11 also sells Ebay gift cards, try any gas station category there.

If you have kroger near you, you can buy ebay gift cards which normally give you 7% back in gas discounts (if you use the full 35 gallon limit) but they often have 4x fuel point on gift cards specials which bump the fuel discount up to 14% on top of what you get with your credit card. A 4x fuel point example:
Buy $250 worth of eBay gift cards with a 5% cash back card. You get 1000 fuel points good for $1 off per gallon up to 35 gallons. So you get $12.50 cash back from credit card plus $35 off your fuel for a total of $47.50 (19%).
